EICR Frequencies: How Often Do You Need an Electrical Test?
Ensuring your electrical installations are safe and compliant is not just best practice; it is a strict legal requirement under the Electricity at Work Regulations (EAWR) 1989 and the Health and Safety at Work Act 1974. For landlords, business owners, and facility managers, failing to hold a valid Electrical Installation Condition Report (EICR) can invalidate building insurance and lead to severe prosecution in the event of an electrical fire or injury.
The Statutory Guidelines (IET Guidance Note 3)
The maximum time permitted between formal EICR inspections varies dramatically depending on the environment, the general public's exposure, and the operational stress placed on the electrical system. The industry standard frequencies are dictated by the Institution of Engineering and Technology (IET) in Guidance Note 3: Inspection & Testing (Table 3.2).
- Commercial & Offices (5 Years): Standard commercial environments, retail shops, and educational facilities (schools and colleges) generally require testing every 5 years.
- Industrial & Factories (3 Years): Due to the heavy loads, continuous operation, and potential presence of corrosive or dusty environments, industrial settings must be tested every 3 years.
- High-Risk Public Areas (1 Year): Locations presenting elevated risks—such as swimming pools, cinemas, laundrettes, and petrol filling stations—require strict annual certification.
Private Rented Sector (PRS) Landlord Regulations
Following the introduction of the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, the rules for domestic landlords have been solidified. If you rent out a property (including HMOs), it is a mandatory legal requirement to have the electrical installation inspected and tested by a qualified and competent person at an interval of at least every 5 years, or immediately upon a change of occupancy.
Routine Visual Inspections
An EICR represents a deep, invasive test of the circuitry. However, GN3 also stipulates that Routine Visual Inspections should occur regularly between these formal tests. For a commercial office on a 5-year EICR cycle, a documented visual inspection should ideally be conducted annually by an appointed duty holder or competent electrician to check for damaged sockets, frayed cables, or signs of thermal damage.
