How Often Is a Commercial EICR Required?

A five-year date on an Electrical Installation Condition Report is often treated as a fixed deadline. For many offices and standard commercial premises, it is a sensible starting point. But the real answer to how often is a commercial EICR required depends on the installation, how it is used, its environment and the level of risk.

For facilities and property teams, the objective is not simply to hold a valid-looking report. It is to keep electrical systems safe, prevent avoidable disruption and demonstrate that the dutyholder has taken appropriate steps to maintain the installation. A planned inspection programme provides the evidence, visibility and remedial control needed to do that.

How often is a commercial EICR required in the UK?

There is no single statutory interval that applies to every commercial building in Great Britain. The Electricity at Work Regulations 1989 require electrical systems to be maintained so far as is reasonably practicable to prevent danger. An EICR is the established method of assessing the condition of a fixed electrical installation and helping dutyholders demonstrate that maintenance is being managed properly.

The IET’s guidance provides recommended maximum intervals, but these are not a substitute for a risk-based decision. As a general guide, a typical commercial office installation is normally inspected and tested at least every five years. Industrial environments are commonly tested every three years, while installations exposed to harsher conditions, greater public use or high levels of wear may need more frequent attention.

The next inspection date recorded on the current EICR is a useful reference point. It should be reviewed alongside changes at the site, not filed away until the final month. If the report recommends an earlier inspection interval because of the installation’s condition or operating environment, that recommendation should take precedence over a generic five-year cycle.

Recommended EICR intervals by premises type

A standard office, shop, hotel or educational environment will often suit a five-year EICR cycle, provided the installation is well maintained and its use has not changed materially. This is common, not automatic.

A factory, warehouse, workshop or plant room may need a three-year interval. Heat, vibration, dust, moisture, machinery, forklift activity and more intensive use all place greater demands on electrical equipment. Sites with corrosive processes, wash-down areas, external equipment or combustible dust may require a more conservative approach following a competent risk assessment.

Managed accommodation needs particular care. Houses in Multiple Occupation and private rented homes have specific electrical inspection rules, generally requiring testing at least every five years. Communal areas, landlord supplies, plant rooms and commercial elements of a mixed-use building may have separate responsibilities and inspection schedules. Each distribution arrangement should be clearly identified rather than assumed to be covered by one report.

For public-facing sites, the likelihood of damage and the consequences of a failure matter as much as the building category. A busy retail unit, leisure venue or hospitality site may need closer routine checks and testing between full EICRs, even where the periodic interval remains five years.

When an EICR is needed earlier

Waiting for the recommended periodic inspection date is not always appropriate. A commercial EICR should be brought forward when there is reason to believe the installation may no longer be safe, suitable or adequately maintained.

This commonly follows a change of tenancy, a major refurbishment, flood or fire damage, repeated circuit trips, water ingress, vandalism or a history of electrical faults. An inspection may also be needed after a building has been vacant for a prolonged period, particularly where isolation, heating or environmental controls have been inconsistent.

Significant electrical alterations should be properly designed, installed, inspected and certified when the work is completed. That does not necessarily mean a full EICR is required immediately afterwards. However, where new circuits, distribution boards, high-load equipment or extensive changes have been introduced, reviewing the wider installation is prudent. It confirms that protective devices, earthing arrangements and existing capacity remain appropriate.

A change in the way a premises operates is another trigger. Converting office space into treatment rooms, increasing server loads, installing commercial kitchens, adding EV charging or bringing in heavier machinery can change the electrical risk profile quickly. The original interval may no longer be suitable.

Who is responsible for arranging a commercial EICR?

Responsibility usually sits with the person or organisation that controls the electrical installation. Depending on the building and lease arrangements, this may be the property owner, landlord, tenant, facilities manager or managing agent. In multi-let premises, responsibility can be split between demised areas and landlord-controlled communal services.

Lease terms can allocate maintenance tasks, but they do not remove wider health and safety duties. A clear responsibility matrix is essential, especially where incoming electrical supplies, risers, plant rooms, emergency systems and tenant distribution boards are shared or separately controlled.

For operational teams, the practical approach is to maintain an asset register showing each board, area served, last inspection date, next due date, report outcome and outstanding actions. This avoids the common problem of testing only visible tenant areas while critical landlord equipment is missed.

What a commercial EICR covers

An EICR assesses the condition of the fixed electrical installation, including distribution boards, protective devices, cabling, earthing and bonding, accessories and connected fixed equipment where applicable. The inspection combines visual checks with dead and live testing to identify deterioration, defects, overloaded circuits, inadequate protection and departures that could create danger.

It is different from portable appliance testing. PAT covers movable electrical equipment such as kettles, monitors, extension leads and power tools. It is also different from emergency lighting testing, fire alarm servicing and HVAC maintenance, although these programmes should be coordinated to reduce access issues and disruption.

Good planning matters. A competent contractor should agree access requirements, anticipated shutdowns, out-of-hours working and any operational constraints before testing starts. On a live site, the safest inspection plan is not always the quickest one. Isolations must be managed carefully, particularly around IT systems, security equipment, refrigeration, life-safety systems and critical production equipment.

What the report results mean for your premises

The EICR will be recorded as satisfactory or unsatisfactory. Observations are normally coded to show their urgency. A C1 observation identifies danger present and requires immediate action to make the installation safe. A C2 observation identifies a potentially dangerous condition that needs urgent remedial work. FI means further investigation is required without delay.

An unsatisfactory report is not the end of the process. It is a clear action plan. Facilities teams should prioritise immediate safety measures, obtain a defined remedial scope and retain certificates for completed work. Depending on the repair, this may be an Electrical Installation Certificate or Minor Electrical Installation Works Certificate, supported by appropriate test results.

Do not assume that a quote alone closes the compliance gap. The remedial work must be completed, verified and documented. Where defects are widespread or the installation has been altered extensively, a further inspection may be appropriate before the site is treated as fully compliant.

Building a reliable EICR programme

The strongest compliance programmes combine periodic EICRs with routine visual inspections, planned preventative maintenance and prompt fault response. This gives teams a clearer picture of asset condition between formal reports and reduces the chance that minor defects develop into disruptive failures.

When appointing an electrical contractor, look beyond the certificate. You need qualified engineers, clear reporting, a realistic programme of works and the ability to complete remedials without passing responsibility between multiple suppliers. For multi-site estates, central reporting and consistent inspection standards are particularly valuable.
